What is the EDI exchange rate?

Subscriber1 --- Operator №1 --- Subscriber2 = the exchange is almost instantaneous.
Subscriber1 --- Operator №1 --- Operator №2 --- Subscriber2 = half hour-hour lag.
It is clear that in the second case - roaming. But is such a lag the norm? I can't make the sample larger, we use only two EDI operators.
Is there any regulation for EDI operators on the exchange time? I mean, where does half an hour-an hour come from? Do they run a roaming exchange on the crown? Or is it a jamb directly of any of the operators and the exchange should be almost instantaneous?

From the internal protocols and agreements of the operators, it is unlikely that this is somehow regulated by the state.

EDO in general is not chat and not HFT. Therefore, it never occurs to anyone to achieve any transmission records. Naturally, lags of more than a day are already a lot, and minutes-hours are quite in line with expectations. Something akin to "banking day".
