The task is to launch a "simplified" EDMS, which would allow:
1. to drop orders "down";
2. request the fact of familiarization with the order and the possibility of feedback;
3. simple reporting on negligent employees who did not bother to read the order.
Desirable:
1. Open Source;
2. Development in the Russian Federation.

Okay, basically: your two terms - (1) free software and (2) strict localization of its development in one country - are almost never compatible.
