What is the edge of expressing emotions through icons?

In most cases, likes are used, less often dislikes. By themselves, these actions are considered harmless, so far. Of course, there are exceptions, and those who committed this action may be held accountable. I have not heard about cases when a dislike was sued, if there are any, I will be glad to hear.
I would like to dig a little deeper. The application is based on the expression of emotions to posts through emoticons, the set is limited, but how to determine the brink of harmlessness? What topics of emotion should not be included at all? Interested in global practice.

The edge is determined by you as the owner of the site. You specify in the EULA the full responsibility of the user for all his actions and for the damage caused by these actions to a third party and to you, as a site. The user gives your moderators the right, at their own discretion, to edit / block / delete the results of any of his actions on your site and any content uploaded by him (for the content of which he is responsible himself). You can copy these snippets from the EULA of google/facebook/etc.
Give users the opportunity to independently complain about each other's actions. Establish a procedure for handling such complaints. Hire moderators who will deal with the processing of complaints, and the removal of those posts / users that cause the greatest flow of complaints against them.
All major sites work this way and are therefore protected from any lawsuits.
