Question about licensing. Do you need Cal?

It is planned to take next year 1c 8 + server and software. There are about 50 users. Most likely we will use PostgreSQL. Without terminal access. There is a question about licensing.
From one company they sent a version of the server + windows server 2012 r2 standart + licenses for 1s, but there were no cal licenses in the CP.
Do I need cal licenses for windows server?

Theoretically needed.
In practice, if there is nothing on the computer other than PostgreSQL and the 1C server, then you can use desktop Windows, or Linux in general.
