What is the easiest visual development environment for Windows?

Hello!
About 10 years ago I made simple applied applications in MS Visual Basic and Delphi. I have not followed this area for a long time, but there is a certain knowledge base in programming. Obviously, a lot has changed in that time.
What are the easiest visual environments to learn today for building simple Windows applications?

Looking from what perspective.
Play around - Microsoft Small Basic
one-time project - the same Delphi,
seriously - C# on Visual Studio

Notepad is the easiest development environment for all programming and markup languages! I typed in it what you need and launched it via cmd. All!
If you want some windows, code coloring, etc. - take a look at jetbrains products . 30 days of trial with a head is enough to give then 100 bucks for it.
