The simplest are Netlify, Cockpit and other headless. Very simple, nothing fancy, just data management.
In terms of management from the point of view of a housewife, Wordpress is unrivaled.
In terms of control, IMHO, the simplest is textolite or grav.

Pay attention to October CMS , which is as ascetic as possible out of the box. The default distribution doesn't even have user roles or navigation controls. All of this is set up via plugins if needed. Very light, can work in Flat-file mode.
