What is the difference in the local network access by ip and access by netbios-name ..?

I'm trying to access (SMB) from w10 to server2019 by ip. On one host, it asks for authorization - and after entering it does not authorize. On the second - shows the resources, but does not show the shared folder (Everyone) of the exchanger. By name netbios - everything is visible, everything works ..

In theory, any name is first resolved to the address (no matter how), and then access goes to the address. So if there are no anomalies in the network , then there should be no difference.

Most likely differs in type of authorization. kerberos by name can work, but not by address, for example
