Is layout not related to web design? This site says the opposite, I would like to know your opinion on this matter.

A web programmer is a broad concept, but in most cases, he should be able to type at least a little.
Although layout is not programming. But in general, it is logical to start learning the web from the basics of layout. Although it may be redundant to lay out the whole layout, depending on the purpose of the course.
