What is the difference between Ubuntu and Ubuntu 18.04 in the Windows Store?

If you go to its description on the Windows Store, it says that it seems to be based on Ubuntu 18.04 and was released on July 10, 2017 (what does this mean? 1. take 18.04 LTS - long support cycle and higher reliability
2. try to use the Windows Store less often
