What is the difference between PayPal and a regular card or bank in Russia in terms of freelancing?

Hello everyone, how does PayPal differ from others in terms of freelancing and why is it advised to withdraw unconfirmed funds from abroad from the same Upwork? Why is this money not seen or how is this process taking place? Can anyone please explain
