What is the difference between an ftp server and a file server? if by the way both of them provide access to files over the network?

FTP is a protocol, not a server. The server just stores the files, and send it via FTP, SFTP, WebDAV, nfs, iscsi, ...

What makes it different is how he does it. FTP-server via FTP-protocol, and file ... stop, but which of the file servers are we talking about?
