What is the default behavior if you don't specify Initial-scale?

I have a site with a fixed width of 960.
If I do
this, horizontal scrolling appears on small screens.
And if so, then on all screens the page scales in width automatically, and there is no horizontal scroll bar. What is the default behavior if you don't specify Initial-scale?

Only mobile devices (smartphones and tablets) can scale websites automatically. On the desktop, there will always be horizontal scrolling, it can only be defeated manually, for example, using media queries.
