What is the cost per hour for a designer?

I usually charge 400 euros for the design of a website or mobile application, but I ran into a problem: the customer is dragging his feet, giving feedback for a long time, constantly changing something. This delays the process and these 400 euros come in 2-3 weeks, which is not interesting. We have to take other work, well, in general, you understand. I decided to somehow organize this process and establish some rules, for example, hourly payment with the condition that we work on a project of such complexity for no more than 5 days (10, 20 - depends on the complexity). This will push the client, because he pays all this time, which means you need to give feedback faster and I will receive my payment when I expected.
But I can’t figure out whether such a scheme will work, how much to take per hour. What do you think? How do you work as a freelancer, under what conditions, is there some kind of conditional contract (or a set of rules shown to the client)? Thanks everyone.

Who are you to set conditions for the client?!
I would immediately send you with such an approach!
1. Show your work
2. Show those who paid you so much
3. it's not a problem and for 400 euros - the customer has the right to think!
If done correctly, you can run 2 projects in parallel and take from the client only for the time actually spent, be sure to provide screenshots of the process of your work (through the software https://www.chronolapse.com/ , for example).
And how long he will give feedback - this is his problem.
Simple comparison: You are standing on one side of the forest. Your income is the time it takes you to take the shortest path through the forest to its other side in a straight line.
Waiting - you met a tree on the way, you approached the tree and stand still in front of it until the person tells you what he wants to see next.
Work (income) - You walk through the forest in a straight line until you meet another tree on the way.
After waiting - you go around the tree and move on = doing the job.
Now it remains to choose the number of options to overcome the tree:
1st option - wait for the opportunity to bypass the tree and then go further (1 client per unit of time)
2nd option - have an additional 1 or more ways to bypass the tree in stock (2 or more clients per unit of time)
Better - choose the 2nd option and 2-3 clients, depending on the intensity of the load.

No. This will just be another reason for the client to think about refusing to work with you.
This is fine. Not only in design.
Hourly pay once a week for the completed part of the work (for the hours spent) is the best way out.

The easiest way to look at upwork is the cost of a specialist with similar qualifications.
Probably will be in the range of 20-40, depending on qualifications.
