How to accept and send payments in foreign currency without bringing them to the host country?

Greetings!
There are customers located mainly in the states. I can accept payments from them on my Upwork, Payoneer or Paypal account. But how to send funds to subcontractors to a bank account \ card in Ukraine or any other country without first bringing them to the host country (Russia in this case).
Consider the options with Upwork:
• Wire Transfer to a Russian bank (obviously - no)
• Wire Transfer to a Foreign bank (how to open an account in a foreign bank? where? is it possible without a legal entity?)
• Direct Deposit / ACH (as I understand it, need to have a US bank account? how to get it?)
• Skrill (do not know its capabilities)
Payoneer options:
• There is a withdrawal to a personal bank account (same questions as above)
Paypal is generally useless in my opinion.

Skrill or Paypal if subcontractors have it. Only with a stick is a joke that it converts dollars into rubles, and then back, although maybe they changed something in a couple of years - how such parsley went, I left them.
Bank abroad without problems. Lithuanian and a number of Polish banks allow foreign physicists to open accounts exactly, I think other countries are similar.

Payoneer can bill you. The client pays for it with a card, you get the money on the card that you receive by mail. Haven't tried it myself, but in theory it should work.
