What is the correct way to create a symbolic link when installing casperjs?

Hello! When installing casperjs on Windows, the manual docs.casperjs.org/en/latest/installation.html#casp... says to create a link
$ ln -sf `pwd`/bin/casperjs /usr/local/bin/casperjs
But why It gives me an error that there is no such folder. Tell me how to do it right and why this link is needed at all?
