What is the best way to upgrade your computer?

What I have:
Budget: I don't want to spend a lot on updating this old man. But I can spend as much as I need. :rolleyes:
Motherboard: gigabyte h61m-s1 rev 2.1 (Socket LGA 1155)
Proc: i3 - 2130 (3.4 GHz)
Video cards: no
PSU: 350 from DEXP))
OP: 2x2gb ddr3 1333
Monitor: FullHD 60Hz
SSD 128 gb
Purpose : Playing DotA 2, and the upcoming World of Warcraft Classic at maximum speed and without FPS sagging.
I think:
Option 1: + video card 750ti 2gb, do not change the power supply, + 2x4gb ddr3 1333 operational add.
Option 2: + processor Intel Xeon E3-1220 3.1 GHz, + video card gtx 960, + bp FSP ATX-450PNR-I (I don’t know if it’s enough) + + 2x4gb ddr3 1333 operational add.
Question: Which of the proposed options is more cost-effective, given my goal, or suggest your own option?

PS Tell me, can I use the 1600 frequency on operational dice when setting up the BIOS, given my motherboard? Or can you buy 1600 and even if it doesn't work, will it reset to 1333 anyway?

Give a wife / child / mother / grandmother - let them read VKontakte and watch the pipe, for more it is no longer ale. If you have some money - replace the 2x2G memory with 2x4G - it runs a little faster. Very old hardware. 2013 build?
Buy yourself a new one. The budget of a normal gaming computer without a monitor is - as always - $1000 :)
I would not do a serious upgrade of this iron at all. The motherboard is too old, it is not profitable to invest in it, at least in terms of RAM - DDR4 motherboards have appeared for a long time. Plus, you're going to be taking a video card that was released over 4 years ago.
And you need to assemble a gaming PC not for specific games, but for games in general. Today you play WOW, and tomorrow you want something else. Some games run smoothly on the 750ti, and some will not run as smoothly.
Therefore, if finances allow, you need to take a new motherboard. Almost all hardware except for memory and maybe a processor is perfect for a new motherboard.
