What determines the speed of a PC?

There is a laptop with an Intel Pentium CPU B960 2.2 GHz, 6 GB of RAM and apparently a video card with a blade. There is also a PC with an AMD Athlon II X3 445 3.1 GHz, 6 GB of RAM and a 550 TI graphics card. The PC performs well in games, the laptop in office tasks. Also, the PC does not start the first time, the first boot hangs and I have to reboot, I don’t even know what this could be connected with. Now I want to buy a new monitor on a PC and sit only on it. What is missing from the PC for productivity in work tasks? And why does the laptop cope with this much better? And what will show itself better in graphic editors and in programming?

It's strange, athlone is about twice as productive, it's not clear why it lags behind in the "office". Perhaps specific software is more optimized for Intel?
Run several different benchmarks on a laptop and a computer, the disk speed or memory may be very different.
