What is the best way to organize the file system on a developer's computer, taking into account the Windows 10 Docker Container Linux stack?

Now I am in the selection stage. I'm trying to set up a development environment. I want to do everything right so that in the future I don’t have to make global changes in the file structure. I need to decide where to install applications for the Docker/Container Linux/symfony/laravel stack. folder with projects. What is the best IDE to use. I will be grateful. :)

So it is unlikely to be done the first time and "correctly", if applicable.

It practically doesn't matter.
What is the best IDE to use.

Which one do you like best in terms of features / design / price and so on. If you plan to work with Laravel, Symfony, then PhpStorm is more likely, but you can generally start with some kind of lightweight editor.
