How to group/create a category of files?

Big project, lots of related files. I work with automated forms, there are more than 100 of them and about 10 I have to use constantly. There are 5-7 files for each form (controllers, templates, styles, xslt, and so on).
I need to be able to create something like categories in which I can add files (like virtual directories). So that I can quickly, switching between tasks, open a category and that all files added to this category open in tabs. That is, for example, I select the "Form 1" category - html, js, xslt, php, etc. are immediately opened to me.

When you right-click on a tab, you can add it to your favorites. There you can create categories, there are also breakpoints and bookmarks. In short, everything you need. Alas, it is impossible to sort them already inside, and if the files have the same names, but different paths, then it is difficult to detect this, because path does not fit vertically.
