What is the best way to make a page with animations?

There is a layout, animation on the pictures (parallax + movement when hovering over the icon), what is the best way to typeset such pages, first to typeset the entire page without animation and add animation after layout, or to make blocks with animation immediately during layout?

And which is correct - to salt when cooking, or to salt the finished dish? Do as you please.
Personally, I prefer to complete a whole semantic block before proceeding to the next one, since for me personally, returning to what has already been done is a stronger mental load, and it may well be the other way around for you.
