Today, the question is more relevant, but are links needed at all? But still needed. Although the PSs really want to exclude them from the algorithm, they do not yet know how.
A good link is: a link coming from a thematic page, if the whole page is about Petya, and your text is about nails, this is a bad link. The link must have transitions. Sounds fantastic, but today and tomorrow SEO is a behavioral factor. If you place a bunch of links on dead pages in ad units on non-thematic pages, the transitions will tend to zero, which means they will do more harm than good. And if the PS decides that these are sites selling links, then it’s not far from the filter.
So make a site for people, not for machines, follow the standards and make links from thematic forums, according to the context of the discussion, and such links will be more useful than thousands of purchased ones.
