What is the best way to implement a telegram bot for notifications and attendance marks?

Hello, experienced inhabitants of Habr, I want to ask you for help. There is a task to make a telegram bot within the company, but with a non-standard list of tasks: -

Notification of employees within the company about the schedule of internal events, by pressing a button or via cron according to data from a text file or database. Also, any employee can request a schedule of events.
- An attendance spreadsheet using telegrams. (An employee can note that he will not be a button in the bot today, everyone will be notified of his absence, and any of the employees can request a table and see who is absent.)
- Feedback from users via chat. (Optional)

Question: What is the best way to implement it? Is it worth resorting to db? What is the best way to write?

Perhaps someone will tell you ready-made modules or the basis for this kind of task. I have not worked with telegram bots before.

In any modern language, to find ready-made integration modules with a cart for it (guaranteed to be), the database will not be superfluous.
