What is the best way to host a website outside the country?

I'm sure many of you have come across a similar issue. I would like to hear an authoritative opinion.
The work of the site is planned mainly on the territory of Ukraine and the Russian Federation. However, we do not want to buy or rent a server in any of these countries in order to avoid any possible problems with local authorities.

Are there any recommendations regarding countries/companies? Where is the best place to rent a server? What is the best CDN to use?

I recommend the Czech Republic, where problems are possible only after the decision of the Czech court. I have been working with the Host-Telecom data center for a long time, they have Russian support and have a representative office in Russia - atlex.ru

We are hosted on Amazon - aws.amazon.com/ec2/. A bunch of all sorts of possibilities, for example, you can raise a host with a database and this host is administered by Amazon itself, and you only use the database. You can quickly increase the capacity (if suddenly the traffic went high), then reduce it, etc. In general, a complete cloud.
Well, you can choose a place where there will be physically servers around the world.

We were faced with the task of finding a server in Europe in order to place 1C bases there, but at the same time we wanted normal Russian support.
First we tried ActiveCloud - support is super, but expensive. Then, for another project, they used the services of " MaxiPlace ", they can rent servers either in Germany (like Hetzner's reseller), or in Holland. We chose the Dutch servers and did not fail, the speed was sooo pleased (3.3 GHz per core and the speed of the disk array as in SSD). In fact, I can recommend them. There were no problems with support, they even answered the phone without a Premium subscription. Consider that I advertise them, they are cool)
