What is the best hosting to use for a static site?

Given: there is a microscopic site 0.4mb (AMP) hosted on netlify.com
- a second-level domain name, IDN (i.e. .rf zone)
netlify upsets - either the site opens from the fifth time, then it doesn’t open at all, it doesn’t work well (for free , so it’s probably bad)
QUESTION: Which Russian hosting (I don’t have any hope for foreign hosting, and Roskomnadzor wants to “conjure” something) fits the following conditions:
1. Norm uptime
2. Ability to fasten a free HTTPS certificate
3. Support for IDN names
4. The minimum price for all this (ideally - free, or no more than 50r / month)
