There is a server on Windows Server 2003. It has 2 network cards. One looks to the Internet, the other to the local network. It is necessary to limit the speed of Internet access to clients (30 computers). What is the best way to implement this? Is it possible to cut the speed by IP without using a proxy?

1) fire the admin.
2) buy a new Windows or install niks
3) download Kerio WinRoute Firewall 6.7.1 (the last of the Mohicans) or Traffic Inspector
