What is the best way to get a second higher technical education (IT, computer science) for the first liberal arts?

It just so happened that I gave up on mathematics at school, and having gone to the humanitarian class, I graduated from a humanitarian university. Then I managed to get a job as a linguist in a startup, I got acquainted with the code a little, I write scripts in python for myself, I have my own working project in jung. Since the second language is Chinese, the idea came up to get a second higher technical education, and dance further from it. What path would you recommend to me? Undergraduate? Evening? As an option to study in the country of the language being studied (for me it is Taiwan)? Thank you.

why not move to the country whose language you learned at the 1st higher, and there already get the 2nd higher in computer science? with a plan for the future to stay there and find a job

You can remotely, usually a bachelor's degree. Studying face-to-face is a waste of time, one might say.

See what you need it for.
If you need a crust (again, the big question is how well it will be perceived abroad) - a difficult question, because a normal IT education in Russia is almost everywhere only full-time.
And if you need knowledge, there are a lot of courses from the world's leading universities on Cursera, Udacity, EdX, which will allow you to gain the necessary knowledge in theoretical and applied aspects.
