Do institutions teach sysadmins?

I graduated from college with a degree in Information Security Technician. Our city is small, 500 thousand people. The choice of educational institutions is small. I am very interested in everything related to the IT sphere, especially server hardware.
I wanted to get a job as a system administrator and ran into a problem.
I don’t have the skills to configure many things that enterprises need, for example: configuring routers, switches, a domain controller, refueling and repairing printers, network settings in Wmmanager, c#, c++ programming, some 1C is needed. Large companies ask for certificates, for example, Cisco needs an initial certificate, and it is also not easy to get one, you need to be fluent in English.
Question: where does a young system administrator get basic skills, I doubt that the institute teaches server linux, how to set up a cluster node, and so on. (In a specialized and expensive one, they can afford equipment, etc. But to study with them is 200-300 thousand rubles a year). Basically, such institutions can be found in large cities.
I need to know where sysadmins get their basic skills from. P,s I don’t have any acquaintances, they don’t take an internship anywhere

System administrators google, read books, go to courses. Roughly in that order.
And of course they learn English, without it, forget about IT altogether.
Get some basic administration skills, get a job as an intern at an ISP.

Look for an internship / job, in this IT business you need practice and only practice
At the institute, you still won’t get the skills with which you will be hired right away, and you’re in vain about the “500 thousand scumbag city”, at the beginning of my career I found a job as an administrator without any problems in a city with a population of 60 thousand, and they even paid money :)

Looking for an assistant sysadmin job. Look at the smaller towns as advised above. 500 thousand people is the capital of some region. Look at hh.ru. For example https://career.ru/vacancy/18686474
Take free dr web or Kaspersky courses Link to courses. upworkest.ru/besplatnye-sertifikaty-dlya-sisadminov
Go through all the enterprises of the city, leave your resume in OK.
