What is the best way to deploy and update a site in Azure?

For almost a year now I have been supporting one of the sites created on cms Umbraco, here the trick is that part of the content is stored in the database (texts, links, other simple data), and part is stored in the folder of the project itself (these are media files, in my case it is only pdf-ki and images) that is, in fact, they are included in the projects.
At first, I tried as a white person to connect to the site as an Azure WebSite or FTP through Visual Studio. But VS with a resharper take a long time to load, and then connect to Azure for a very long time. The specificity of the client is that it is often necessary to change something on the site extremely urgently(for example, throughout the history of the site, the news had one-line headlines, and the client added a three-line one, and because of this, now there is no beautiful indentation in the next column, and the news needs to be published in 30 minutes and the client starts to panic and get angry, in my defense I will say that the site was not originally written by me). To make quick fixes, I use WebMatrix, it's easy and fast - just clicked on the button in the openwork and now the whole project has opened, you can download it (I rarely do it because I and the servers have 11 time zones) or you can go live in production.
Here the question arises, how can we now add these changes to TFS?When trying to connect WebMatrix to TFS and make a commit, WebMatrix started uploading absolutely everything, but I would like only changes. But the adventure doesn't end there. For some reason, every time I open a site in WebMatrix, it considers that this is a different project and generates a new name, folder, and so on for it. Plus, you need to maintain several main branches: production, staging (because media files are in the project and not in the database), development (several pieces for each branch)
And you also need to publish different configuration files (such as robot .txt)
What I want to have: the ability to quickly make changes to several versions of the site and synchronize them in the version control system (I like TFS more, but if another service can help me with my task, I will be glad to learn how to use something else)
Maybe someone works something like this or he is a guru in version control systems and sees clearly what I should do to make my work easier, I will be very glad to hear the opinion of such people. I will also be glad to hear just opinions on this matter, maybe someone has interesting stories about topics close to my problem and I can emphasize something for myself, please speak up and thank you in advance for your help.

Azure has git integration. The deployment script is configured and when pushing the code to the selected branch, it is distributed to all instances + you can do some manipulations from this script (change configs, run composer update, beat scripts, etc.). You can read more here.
