What is the best way to create a simple one-page site?

You need a simple selling page, with one picture (or slide), and a feedback form. On Saas platforms, there are either too many unnecessary options, or you can't replace the background image.
I came to the conclusion that it would be most logical to take sitecake + make a template for it in adobe muse.
Is there a way to create a website (without skills) even easier?

Optimal - learn a couple of php-commands and tags yourself.
Logical - freelancing.
Quick - ask here who will do it and agree. (work for an hour in the presence of a layout)
