What CMS can differentiate user rights when publishing content?

Requirements:
a) user A (or group A) can publish (from the admin or front - it doesn't matter) content only in section M, user B - only in sections N, K, etc.
b) preferably free and actively developing (Joomla, WordPress, etc.)
Are there any?

In DataLife Engine , you can create user groups and specify categories for groups in which materials are allowed to be published.
True, it is not free, but it is easy to install and master.

Joomla can't. Although in 2.5 there is a new powerful ACL that did not pick up such subtleties
