What is the best way to code such a button component in BEM?

Hey! The project has a certain set of buttons (screened and assembled them in one pic):

The red ones are responsible for some global actions (such as submit a form),
and the blue ones for some local actions (such as go to the next step of filling out a number of forms
) correctly to form a component?
Will it be a single button component with type modifiers of yes/no background, yes/no border, and yes/no color?
It turns out that for one button it will be necessary to block a bunch of modifiers in the markup. It's not good for sure.
How to do it better?
