How to tag people in a group photo?

Good afternoon!
Who uses what tool to sign people in family photos?
Photos are stored locally.
Options:
1. Picasa (I tried it, I didn't really like it, but it looks like it's the best there is now). Unfortunately, the project was closed, but the program is still running.
2. Make an html page for each photo (or group) using the htmlbook.ru/content/karty-izobrazheniya
tool 3. Make a copy of the photo and manually draw callouts in a graphics editor.

XMP/IPTC is a fairly obvious option for storing photo meta-information. Regarding options 2 and 3, the advantages are obvious: no additional tools and operations are required.
So it remains to choose the right software that works with face marking and saving in metadata within supported image formats.
Digikam , Windows Live Photo Gallery or other software.
