What is the best way for me to start in Game desing with my conditions?

I have a question and I will try to ask it as constructively as possible!
I was sitting with my brother over a mug of hot tea, in the yard, near a tree, and then he remembered how I was a small boy who invented different games that we played with him, remembered how fun it was for us to play Dendy, Sony PS 1, all kinds of board games, I liked to change or invent rules, also I shed a tear when he reminded me how I first met Paint! For some time I was interested in programming in Pascale at school, since at home they didn’t give a PC so often, but it appeared at the end of the 9th grade!
But at a certain moment I got in touch with the wrong company and I was carried in the other direction, I wanted to enter the Faculty of Law, I was lucky, I didn’t do it!) God bless!
After our warm conversation, I came to the fact that I want to make games! The first tip I learned was to learn how to use Google! (in progress).
My list of questions is as follows:
1. Is there a university in Russia, an Institute for a Game Designer?
2. What do I need to start studying to get a job in a game development studio or company?
3. I would just like to receive guidance (preferably from those who are in the subject).
4. My strengths, well, I was good at math, I loved computer science, I went to an art school, to a circle of handicrafts, designers, miniatures, my hobby up to class 6 was picking up designers!)
Do not judge my question strictly, I am a village that decided to spread its wings I'm 21 years old and I go without a smartphone)))
And so excuse those whom I will infuriate with my question, it’s just that I don’t even have anyone to talk about my undertaking!)))

Here's Google and master it - the question has been repeatedly raised both on game development and on it in general.
Make a game. Alone or with someone else, it doesn't matter.
Another way is to watch games and understand their mechanics. Write a blog.
You can also study free or paid courses. I think this is the most correct option.
