As for cloud hosting, here I am a complete zero and I can’t even imagine how much it will cost my Rails project, and what to do with other simple PHP sites? ..

мне кажется вам дешевле переехать на vds, на большинстве можно докупать ресурсы, у меня возникала примерно такая же проблема месяца 3 назад, не хватало буквально 5 гигов, докупил и все vds от ihor.ru тариф KVM SSD
Cuprum 2ядра, 2gb Ram 30gb ssd стоит как раз 500 рублей, при расширении 1gb - 10 руб.
