any three hubs with at least 12 ports, for 10 Mb / s half-duplex, for example, 16-port "SVEC FD916" (guess what the office is called now), the last hubs were 100 Mb / s half-duplex about 10 years ago.

can you draw a simple diagram? and then from the words it is difficult to understand what is needed.
as I understand it, the gateway is needed to distribute the Internet? but you didn't mention it in your question.
[2] I built a similar network at school, only there were 2 rooms and each with 15 computers, the main criterion there was this: minimal money and a normal network, the D-link DIR-100 router did an excellent job and also 2 D-link DES switches -1016A. See the router for yourself, it's better to take something of the same plan, but with wifi, at least D-link DIR-300.
