What is the best service / online school for learning English, with the ability to search for online teachers?

Greetings to all, recently I asked myself the question of finding a service where you can find a highly qualified English teacher (preferably a native speaker). The main task is very specific - to pull up the language to the level of upper-intermediate, to consolidate existing knowledge, and, if possible, to prepare for IELTS in parallel. I know that there are now countless online schools and sites on the Internet where you can find a teacher, but, unfortunately, it is sometimes extremely difficult to find something really worthwhile among all this diversity.
The main requirements for the resource are as follows:
* the most important thing is the quality of education; service must be verified.
* price / quality ratio - if the service gives a real result, then you can always pay more.
* no pseudo learning i.e. no need to share resources that offer to learn a language to the Proficiency / Advanced level easily, quickly, and for little money.
* cross-platform - the ability to access the service / communication with a teacher from Windows / Android.
* Ideally, this should be a Western resource that has a database of teachers capable of working with Russian-speaking students.
After some time spent searching, I came up with the following resources:

Regarding my own level - everything is extremely subjective here. I do not have official certification, and all online tests to determine the level of the language, and the conclusions of some of my tutors (not native speakers), I think, should not be taken seriously. I can only say that my level in various situations ranges from elementary to intermediate, and I feel most confident in the IT environment. The most difficult thing for me is writing, and speaking, and if Google Translate and Grammarly saves with the first in various situations, then nothing saves with the second. A rather unpleasant situation arises when you can read an article in the NY Times, or The Verge, when you listen and understand the interlocutor, but at the same time you can’t answer him anything, let alone discuss the recently read article with him. Generally, I really appreciate your help and advice. Thank you all in advance.

IMHO too scrupulous approach to the choice of the teacher. It’s like choosing a wife for yourself)
When passing difficult exams (СAE, CPE), this will be relevant.
To get to Upper Int, a university student will do for you.
You just go through the textbook, the teacher accompanies, explains something if necessary. Learn, read, listen, do assignments, you remember anyway.
The carrier is also completely useless to you now.
Example.
You need to drive 100 km. And you choose a car. It should be like this, imported, with a turbocharged engine, 300hp no less, all-wheel drive, etc. How about a racing car? Here's the train of thought.
Don't take it as a reproach. It will just be difficult to learn something with such an idea.
You can choose EF - heard well.
You can choose ***. Interesting platform, but slightly slow.
Follow the course. Do DZ. Take care of yourself.
You can’t say - find partners and communicate regularly.
And don't look for the golden course/gold teacher. This is a form of procrastination.

Good afternoon. For starters, I can send you a test to determine the level of knowledge of grammar and let you know the results. Based on your level, we can pick up a textbook. The teacher explains the rule to you (via Skype or in an audio recording), you do d / s, send it for verification and get feedback. In this format, you can take a trial lesson and understand whether it suits you or not. It makes sense to start preparing for IELTS with a grammar level of at least Intermediate.
