There are no universal ones. It all depends on the goals, tools, skills and money.
You can look towards FruityLoops, Ableton, Cubase + VST plugins for your task.
If you mean electronic music, then FL Studio or Ableton are the best options, as for me. There are a lot of paid and free lessons on the Internet for both of them, so learning even from scratch will not be a problem.
