What IDEs are there for C# and which one is better?

Started learning C#. It took an IDE (it doesn't matter if it's paid or free).
Requirements for it:
1. Development will be carried out in Windows 10.
2. It is desirable that there be a visual editor of forms and windows. Alya drag&drop (or something like that).

if you are under Windows - Visual Studio 2017 Community is absolutely free, and no one can compare with it today
