How to organize the process of layout of web projects in case of offline/online?

How is it better (more optimal, more convenient for a layout designer) to layout a layout (website) if:
1) there is Internet at the workplace;
2) there is no Internet at the workplace.
That is, it means the question of the organization of the layout process and the organization of the workflow in general.
In either case, is it necessary to install an Internet server locally on the machine (if so, which one is better, which assembly, DBMS, etc.?)?
If the server is not installed, then how is it easier to optimally organize everything for work?
Moreover, to make it less problematic to transfer the project from one workplace to another (on a flash drive or over the network), for example, from a working computer home and back, to work on the project continuously?

if this is really the work of the DESIGNER (translating the designer’s pictures into html), then he doesn’t need a server, let alone a subd, he cut it - threw it on a USB flash drive - gave it to the progers, but if we are talking about stretching the design on the engine - ideally you need what -Software for version control, git for example. Here, of course, with the Internet, everything is much more convenient than without it. Made synchronization and - voila - everything is in chocolate.
