How to change htaccess file encoding?
In the htaccess file, Cyrillic (most likely it is Cyrillic) is displayed as question marks.
The site code shows charset="windows-1251"
Opened via Notepad:
encodings - convert to utf8 - did not help.
I tried to change it in Visual studio code - it did not help.

notepad++ -> Encodings -> Cyrillic -> Windows 1251
No need to convert. You just need to change the display.

There are online services or individual programs (Stirlitz, for example) that can try to "guess" the encoding.
