I’ll immediately expand the essence of the question - why, when folding (folding) a function (method) in the IDE, the declaration of the function and parameters are displayed, while block comments are completely collapsed? Why not display the first line with a brief description when the documentation block for a method/function is collapsed.
I will describe the essence of the issue visually (Eclipse IDE).
Now documentation folding works like this (a short description is not displayed):
But it would be more convenient to observe a collapsed comment block like this:
You often have to collapse / expand documentation blocks or wait for a hint with a description of the collapsed block.
Checked in IDE Eclipse and NetBeans. According to Eclipse spoke here and here.
What do you think about this? Or is this desired behavior still not logical?

1. Hovering the mouse over a collapsed box shows the description
2. Pressing Ctrl+Shift+Space (in Netbeans) also shows the javadoc.
So they hide it right, why take up space
