What is the best monitor to choose?

Hello. There is a question about buying a monitor, there is nothing to compare with. I am engaged in layout and the main requirement is to protect the eyes. Of course, I will play games, but they are not a priority. The budget is very limited, it is desirable to keep within $ 250. The maximum line is 300 and only because if the monitor is really worth it. From what I googled, I picked up
1. Matrix. IPS, as the most fashionable now, although they say that among other representatives there are worthy options.
2. Diagonal. With my budget, you can't really overclock here. 23 is very good.
3. Interfaces. I have not had time to study this issue in any detail. They say that it is desirable with HDMI.
4. Coating.Matte is softer on the eyes, so I think it's the best option for me.
5. Turn (?), Height adjustment. Initially, I also wanted to include this item, but then I thought about it and could not answer myself - why do I need to rotate the screen? Can someone explain why rotate the screen? Height adjustment is undoubtedly a convenient thing, but in general I’m not sure how much I need it, and I’ll have to pay a lot.
6. Frame. It does not affect the technical characteristics in any way, but it seems to me that it will be more pleasant to work behind a monitor with a thin frame.
My initial favorite:
1. Dell U2414H , but the price bites and I'm not sure about the need to rotate.
Of Dells, I also like budget options
2. Dell S2316H
3.Dell S2415H , but both of them are glossy, I don't know how critical the coating is. They write that Dell's eyes do not get tired even on glossy finishes. The height is not adjustable, but a tilt of 20 degrees back is possible, which I think will be enough.
I don't have the strength to search for other companies, this model caught my eye
4. LG 23MP68VQ-P , from the pros - a matte finish and in terms of characteristics it is no different from the second and third Dell.
In total , the first one is ideal, but is it so much better than #2 and #3?
Or maybe just take option 4 and the difference will be invisible? I didn’t find anything about PWM, as I understand it, they are all flicker-free.

According to your options, we throw back the gloss, remain:
LG 23MP68VQ-P - Better in response, there is Freesync, cheaper. The picture will probably be worse than Dell
U2414H - High response time, there were monitors 1, 3, 5, 8ms on GTG, in games the difference is noticeable for everyone. 1-3 excellent, 5 acceptable, 8 poor. Better picture than LG
From my options I can offer:
Up to 250 AOC i2473Pwm - a successful model, not expensive, good picture, frequency, response.
Up to 300 DELL P2416D - QHD resolution, better picture than ever, high PPI. frequency response.
1. Only IPS, the difference even with the best TN is huge.
2. It is better to take 27, the eyes will be less tired. At home 27, at work 24, coming home the eyes immediately relax after the working monitor.
3. Any one is suitable for FullHD, for QHD HDMI, and UHD DisplayPort
4. Matte, gloss always shines
5. Only if you need it, if you don’t see the point, then you don’t need it
6. There was a monitor with and without a frame, I didn’t notice a difference at all
