What is the best location for VDS in terms of reliability and ping to Russia (Moscow)?
Of the options there are:
a) Amsterdam
b) Vienna
c) Chicago

Well, since you can't just ping the servers located in these data centers ( http://startping.com/and the like), let's think logically...
Amsterdam is located geographically a little further than Vienna, I'm generally silent about Chicago.

Amsterdam - a huge number of channels and the best connectivity, Chicago - what are you talking about, at least buy a globe - it's a different continent, Vienna - closer geographically, but weaker infrastructurally, I would choose Amsterdam.
