What is the best internet to use in Germany for livestreaming?

We are holding a conference in Germany. We found a hotel whose website indicates the possibility of videoconferencing, good wired internet. We booked rooms there, and when we began to ask more about the Internet, we were told that the hotel did not have a license for livestreaming, then we were told that the Internet bandwidth was not enough for this event. There is neither time nor money to look for another hotel. Frantically looking for solutions to the problem, we settled on the mobile Internet.
Good people, help who can, which Internet is better to choose and what we should do.

That's not how it's done.
If you need it on a large scale:
There are specialized sites for video streaming.
You just connect 1 camera from the hotel to them.
Distribution to millions of users is already the business of this site.
The width of the channel in the hotel is not important.
If it is a very small number of users -
take Skype, hangout or something like that.
What is the license of the hotel?
You yourself pay to third parties (the broadcasting company, the same Skype).
PS:
Are you sure that we are talking about a video conference (to you and from you),
and not just a video broadcast in one direction?
