What is the best engine to use to create an RPG platformer?

Hello, I've been thinking about development for a long time (if I'm not mistaken, that's what it's called), and there were a lot of ideas, one is better than the other. Previously, a friend and I started to rivet the game on the game maker, but due to circumstances we didn’t finish the project (top-down shooter), but now, having a complete idea of how the game should look like, its functionality, I wanted to start developing an RPG platformer, but I came across such problem: the game maker has a good constructor for creating a platformer, but there is practically no functionality for an RPG. The game will be fully 2D. What engine can you recommend for creating such a game genre? Difficulty in mastering is not important (preferably, of course, not overly complex), the language is preferably C ++, you can java.
An example of what I would like is www.youtube.com/watch?v=ZRF9fvFthnk .
But the mechanics of the game will be different.
By the way, I haven't decided on the platform yet... if possible, suggest 2 engines: on Windows and Android.

The necessary mechanics can be implemented on any engine that supports scripts. There is no "best" engine. If GameMaker is not enough, try Unity, it has a bunch of plugins for RPGs and platformers.
