What is the best CMS to deploy a network of sites?

Task: On the basis of one landing page, create several dozen of the same, but with minor changes (pictures, text). The creation of new landing pages should be available to a non-programmer, that is, either a very clear manual or a clear admin panel.
Question: How to make such a multi-resource in terms of convenience and optimal cost. Landings can be both on separate domains and on subdomains, it doesn't matter.

Wagtail (CMS for Django). She can definitely do that. For example, you can create your own type of landing page, make a general template, and add variable fields for the image in the page model. After that, any user will be able to create and edit their own version of the landing page in the Wagtail admin panel.
Separate domains Django and Wagtail are supported out of the box, although I have never used this feature.

A normal landing with all the Wishlist can only be done individually.
Circulation solutions will be either inconvenient or functionally limited. And most likely the output will be porridge.
