Is there an engine for managing files on the server?

I made a home server (lamp and ftp) on ubuntu. Need some CMS to manage files on the server.
That is, you need:
1) the ability to upload a file through the site, and descriptions and a category could be made for this file.
2) a list of files by category, the ability to download them.
Are there such CMS? or similar, so that you can adapt to your requirements?

There is probably no ready-made CMS, but for your purposes, without reinventing the wheel, I advise you to "cut" the file manager from any major CMS, such as Bitrix. Also, for many CMS, there are "file manager" modules. I think they can also be used as an example for developing for your own purposes.
