What is the best approach to choose for creating websites?

Hello.
Finishing the next web project, it's time to take on new ones and it's understood that a lot of time is spent on writing your own bicycles. For example:
- comment input field (valid check, etc.);
-registration form with captcha and login verification;
etc.
I installed CMS wordpress today, created a site for testing and decided to change it at my own discretion, but I got the feeling that I was literally breaking into the finished structure with a hammer (styles, output files, etc.)
After reading the post on Habré, I did not make the final one for myself choice.
Therefore, the following questions arose:
1) Is it normal practice to first create sites on a CMS, and then get into its structure a lot?
2) If so, what is the best way to do it, perhaps there is some approach to do it as safely and conveniently as possible.
3) Is it possible to use which frameworks instead of CMS or together, for example, like yii for php.
And in general, I wanted to know how more experienced developers approach the full creation of the project (server, client side and design), so as not to “bike” it myself.

Each CMS or framework has its own structure, approach to development and development of its functionality (plugins, modules, bundles, etc.), its own codestyle and design rules.
When working with a CMS or a framework, you kind of have to stick to it all.

No, it's not. The architecture is thought through from the outset, and the implementation stack is defined accordingly.

Users, it seems, do not seek to launch full-featured projects. And blogs / simple portals - select the most appropriate.
What is your goal - to launch projects or to master programming / technologies? If you start projects, look for a technical partner, find a freelancer for regular cooperation.
