What is the best animation format and size to use in a mobile application?

Good afternoon, I'm making animations for a mobile application that will help the user to better understand how to use this application. The compositions are quite complex and I'm not sure if they will be played using the code. Therefore, what format (gif, mp4) is better to use for application performance?
It's also interesting to know about animation resolution for different screens. For example, the standard size of the container is 360x215px, in which the animation will be inscribed. Do I need to cut for 2x, 3x?

1) The video is better, the gif is heavier
2) Make it one size and make it rubber and that's it. But only use SVG
