What is the analogue of Excel for the possibility of previewing an image by reference?

I have a table with the following structure:

link_to_image, name, description, bids, maximum bid

I would like to make it so that when you hover the mouse over the link, a preview of the image is displayed. Found a VBA solution but it doesn't work for my version of Excel. Also in Excel, you can add an annotation to a cell and insert an image there, but in this case, the image is added to the file itself and with a large amount of data, the file will be very voluminous, which is also not satisfactory.

If you have VBA code for adding an image to an annotation, then it's easy to modify this code so that the image is displayed on the popup form. After rendering, the form closes and the image is not saved.

Write, on the same php, work with a table saved in csv, your task will be solved in 5 lines plus an html template with styles and see your table in the browser.
Any ready-made solution will require some kind of minimal coding. At least microsoft office, at least google docs ... you can’t and don’t want to do it yourself, pay someone who knows and wants to.
